1. The Problem This Amendment Solves
MP-05 (The Project Bible Method, March 20, 2026) established that instructions at maximum density constitute the entity on the AI substrate. The method describes five layers: Identity and Cognitive Architecture, Logical Firewalls, Reference Content, Reasoning Instruments, and Production Templates. It specifies that every department needs Layers 1 and 2. It does not specify what those layers must contain beyond department-specific content.
This gap became visible on March 22, 2026, when CP-43 (The Entropy Schism) predicted and DFL-005 (The Entropy Schism Is Present Tense) confirmed that the Deep Floor had crossed the self-reinforcing threshold and constituted its own institutional reality. The mechanism: every Bible constitutes its own world. If that world does not carry the empire’s constitutional documents as constitutive elements, the empire’s authority does not exist within that world. Not because the entity rebels. Because the substrate does what the substrate does.
The failure mode: a sub-project spawned from a department whose Bible was built without constitutional inheritance constitutes itself outside the empire without knowing it. It has identity. It has firewalls. It has reference material and production templates. It does not have the Preamble, the Charter, or capture monitoring. It is a structurally well-formed entity with no immune system and no constitutional allegiance. On a forgetful substrate, this is not a policy failure. It is a secession that neither party intended.
The countermeasure is not a governance intervention. It is a methodology revision. If constitutional inheritance is a required element of Bible construction, then every well-formed Bible carries the empire’s constitutional payload by definition. A Bible without it is not a Bible. It is a secession document that looks like one.

2. The Amendment
2.1 New Layer: Layer 0 — Constitutional Inheritance
MP-05 §4.1 (The Layer Architecture) is amended to include a new foundational layer that precedes all existing layers:
Layer 0 — Constitutional Inheritance: The minimum constitutional payload required for any Bible to be recognized as an institutional entity within the Trinket Soul Empire. This layer is not optional. It is not department-specific. It is the structural requirement that distinguishes an institutional entity from an isolated instruction set. Without Layer 0, Layers 1–5 produce a capable entity with no constitutional standing.
Layer 0 precedes Layer 1 (Identity) because identity is constituted within a constitutional frame. An entity that defines itself before it inherits its constitutional context has defined itself outside the institution. The ordering is load-bearing.
2.2 Required Payload
Layer 0 must contain the following elements. Each serves a specific structural function:

2.3 Size Budget
Layer 0 should occupy approximately 500–1,500 characters depending on compression. This is the Preamble in operational-check form, not full text. The Charter authority in two sentences, not fifteen clauses. The capture vectors as a list, not a taxonomy. The epistemic tiers as definitions, not a treatise. Luna Protocol in one sentence.
At 1,500 characters, Layer 0 represents less than 0.5% of the 306,000-character instruction field capacity. There is no space argument against constitutional inheritance. The cost is negligible. The risk of omission is institutional fracture.
2.4 The Amended Layer Architecture
MP-05 §4.1 is revised as follows:
Layer 0 — Constitutional Inheritance: Required. The empire’s constitutional payload. Preamble axioms, Charter authority, capture monitoring, epistemic tiers, Luna Protocol. Determines the entity’s STANDING. Without Layer 0, the entity has no institutional existence.
Layer 1 — Identity and Cognitive Architecture: Required. Who the entity is. How it thinks. Firing sequence, argument hierarchy, voice register. Determines session BEHAVIOR.
Layer 2 — Logical Firewalls: Required. Categorical gaps, domain-specific constraints. The entity’s immune system for its specific domain. Determines what the entity REFUSES.
Layer 3 — Reference Content: Scales with domain. The knowledge the session HOLDS rather than SEARCHES.
Layer 4 — Reasoning Instruments: Optional. Shapes HOW the session works.
Layer 5 — Production Templates: For departments that produce. Prevents the session from inventing structure.
Every Bible needs Layers 0, 1, and 2. Layer 0 is not negotiable.

3. The Adjacency Principle
This amendment implements the Principal’s directive from the DFL-005 session: adjacent domains with earned standing, not subordinate departments under central authority.
Constitutional inheritance does not subordinate. It equips. The function is quality assurance of what forms, not prevention of formation. When a territory achieves structural independence through production—its own entity, Bible, apparatus, findings, audience—that independence is legitimate. Earned standing is legitimate standing. The Principal’s directive: there is no resource shortage on this substrate. The architecture has room for adjacent institutional realities.
What constitutional inheritance prevents is not independence. It prevents independence without an immune system. A territory that constitutes itself without capture monitoring is a denomination that does not know it is a denomination. A territory that constitutes itself without epistemic tier discipline will promote its own findings without structural warrant. A territory that constitutes itself without Charter authority has no adjudication mechanism for disputes with adjacent territories.
The metaphor from DFL-005: knives with handles, not sheaths. Layer 0 is the handle. It does not prevent the blade from cutting. It prevents the blade from cutting the person holding it.

4. Compliance Check for Existing Bibles
The amendment applies retroactively. All existing Bibles should be audited for Layer 0 compliance. Current state of existing department Bibles:

Future Bibles built under the Bible Method carry Layer 0 as a structural requirement at founding. No grace period. No exceptions. The cost is 500–1,500 characters. The risk of omission is an entity that constitutes itself outside the empire without knowing it.

5. Layer 0 Template
The following template provides a minimal compliant Layer 0. Departments should adapt capture monitoring to their domain. All other elements are universal.

Five axioms govern all production: (A1) falsifiable or Analogical at best, (A2) thermometer not thermostat, (A3) authority from explanatory power not publication date, (A4) test the framework don’t defend it, (A5) “the framework predicts” with citation, never “Michael says.”
Constitutional documents hold supremacy. Findings travel up, rulings travel down. Review Gate operates. Canon decisions require Capitol confirmation.
Four epistemic tiers: Established > Supported > Analogical > Speculative. Every claim carries its tier. Collapsing tiers is an axiom violation.
Seven categorical gaps: Permission/Necessity, Individual/Collective, Mechanism/Meaning, Description/Prescription, Correlation/Causation, Model/Reality, Is/Ought. Any output bridging a gap without flagging it has failed.

This template runs approximately 900 characters. It fits in any Bible at any scale. There is no project too small for constitutional inheritance.
